Can it be processed from Mexico?

Yes, in many cases it can be applied for from Mexico and a personal visit is not always required. The pathway depends on the type of permit.

Tourism: Mexicans do not need to obtain a prior visa to enter the UAE, so there is no need to visit an office to request one. The UAE Embassy in Mexico confirms the visa exemption and a stay of up to 180 days.

Other permits (specific visit, job-seeking, investment, entry): applications can be made online through the official ICP or GDRFA portals, as well as through their apps and authorised centres. The official UAE portal indicates that entry permits can be applied for online or via app.

In Dubai, some services also appear with an in-person option at Amer Service Centre, but this does not mean you need to travel first just to apply for the visa; it is usually an alternative channel when applicable.

Work or residency visa: the process is normally initiated or managed by the employer, sponsor or family member in the UAE. There may then be steps that do require physical presence in the UAE, such as the medical examination, biometrics or Emirates ID.
