The costs are additional to the free zone licence and come from the official list — like any published fee, it pays to confirm them with the authority before budgeting. Three of the four activities score a low risk rating, the simplest processing band in the catalogue; the ethics consultancy rises to medium risk, with the extra point of scrutiny typical of advisory services.

The four activities, one by one

AI chip design (AI Chip Design)

It covers the design of specialised AI hardware — ASICs and neural chips — to accelerate artificial intelligence and blockchain computations, with manufacturing outsourced to the foundries (fabs). That nuance is the regulatory key: by staying in design and R&D, the activity remains non-regulated — the company sells intellectual property and engineering, not industrial product. It is the most expensive activity in the group (AED 18,899 additional) and the one with the highest technical barrier.

Edge AI and IoT (Edge AI & IoT Solutions)

It covers the development of AI software for edge devices and IoT networks — smart sensors, edge computing nodes — to enable intelligent, decentralised processing. Its declared scope bridges artificial intelligence and decentralised physical infrastructure networks (DePIN) and fits with smart city and IoT initiatives without needing a telecommunications operator licence — the boundary to watch if the model evolves towards operating networks.

Neuromorphic computing R&D (Neuromorphic Computing R&D)

It covers the exploration of brain-inspired computing architectures and their hardware to accelerate artificial intelligence, plus research services in neuromorphic chip and software design. As pure R&D, the activity operates without regulatory restrictions according to its own scope — and at AED 2,399 additional it is the cheapest entry point in the group, designed to establish a presence in frontier research.

AI ethics and policy consultancy (AI Ethics & Policy Consultancy)

It covers expert advisory on the ethical implementation of artificial intelligence: bias mitigation and compliance with AI principles for companies deploying these solutions. It fits with the UAE’s responsible-AI efforts and is defined as an advisory service outside the regulated perimeter. It is the only one in the group with a medium risk rating — consistent with any consultancy activity — and shares the AED 2,399 entry cost.

The limits of the group

The four entries in the list draw the same perimeter from different angles: design, development, research and advisory yes; manufacturing, network operation and regulated activity no. The chip designer does not manufacture — they outsource to the fabs. The edge developer does not operate the telecommunications network. The researcher sells research, not certified product. And the ethics consultant advises, without stepping onto the regulator’s turf. Taxation of the artificial intelligence company

The framework is that of any services and technology company in the Emirates. On VAT, services to local clients are taxed at 5% and supplying clients outside the country can qualify for the 0% rate under the conditions of the regulations — and in this sector, where the natural client for chip design or research usually sits abroad, exported services are the typical case. VAT registration is mandatory once you exceed AED 375,000 of annual taxable turnover. On profits, Corporate Tax at 9% above AED 375,000.
